Certain provisions of the Companies (Auditing and Accounting) Act 2003 commenced
This legislation was enacted on 23rd December 2003. Certain provisions of the Act have been commenced by S.I. 132 of 2004. Company directors and officers should be aware of the following key developments

New Regime to modernise the EU antitrust enforcement rules and procedures come into effect.
On the 1st May 2004 a set of six new Notices to modernise the EU Commission antitrust enforcement regime came into effect (having been adopted on the 30th March) at the same time as the new antitrust enforcement Regulation 1/2003 ("Regulation") collectively known as the "Modernisation Package".

New Industrial Relations voluntary dispute resolution legislation enacted.
On the 9th March last the Industrial Relations (Miscellaneous Provisions) Act 2004 was enacted subject to the making of the necessary Commencement Orders. The Act amends the existing Industrial Relations legislation framework and provides for amendments to dispute resolution procedures in the absence of collective bargaining arrangements.

EU Commission adopts new framework for the licensing of patents, know-how and software copyright.
On the 7th April last the EU Commission announced the adoption of new rules for applying competition policy to the licensing of patents, know-how and software copyright.

Proposed Changes to the Adoptive Leave Act 1995 announced.
On the 22nd April last the Minister of State to the Department of Justice, Equality and Law Reform announced the decision of the Government to publish the Adoptive Leave Bill 2004 proposing to amend the Adoptive Leave Act 1995.

The Equality Bill 2004 published
This Bill to amend the Employment Equality Act 1998 and the Equal Status Act 2000 and to give effect to Directives 2000/43/EC (Race Directive), 2000/78/EC (Framework Directive) and 2002/73/EC (Equal Treatment Directive) has been published.

Modernising the EU Public Procurement Directives - text of draft Directive to simplify and update the existing Directives published.
On the 20th March last the Council of the EU published the long awaited text of the proposed Directive to coordinate the procedures for the award of public works, public supplies and public service contracts designed to simplify and modernise the public procurement process.
